Importing a car from Luxembourg to Denmark: step by step

The most important decision is made before payment: only buy when the vehicle identification number (VIN), the seller’s right to sell, the original papers, the car’s actual condition and a lawful transport plan all fit together. An export certificate is a registration document – not, in itself, permission to drive all the way to Denmark.

The process has two clearly separate parts. In Luxembourg, the purchase, deregistration or export and the basis for transport must be in order. In Denmark, this is followed by notification before entry on foreign plates, a Danish extended registration inspection (udvidet registreringssyn), vehicle valuation (værdifastsættelse), payment of Danish vehicle registration tax (registreringsafgift), and finally Danish registration and number plates. Make the purchase decision in the right order

Start with identity. Compare the VIN on the car with the parts of the registration certificate, the purchase agreement or invoice, and the other original documents. The registered seller should be the most recent official owner. If it is another person, a power of attorney or other proof of ownership, and the entire chain of ownership, must be clarified before money changes hands. The original purchase agreement must identify the car, seller and buyer, and the necessary identity copies must accompany the case. 2

Documents and history can reveal inconsistencies, but they do not necessarily tell you how the car works now. A recent periodic inspection is also no guarantee against significant faults; Danish consumer guidance describes the inspection as a spot check and recommends a separate technical examination before purchase, as well as checking the original registration certificate, inspection report and service history. 3 Therefore ask for service records, repair invoices and previous inspection information, but treat missing documentation as a risk – not as proof that everything is in order.

Document the purchase and export

Agree in writing who is responsible for notification to Luxembourg’s registration authority, SNCA, and obtain proof that this has been done. Sale or export must be notified to SNCA within five working days. Deregistration uses parts I and II of the registration certificate, identity, and any power of attorney or other proof of ownership. 2 Keep legible copies for your own records, but make sure you receive the originals that the Danish process later requires.

On transfer of ownership, the old registration and the car’s conformity vignette expire, and the seller removes the plates. After deregistration, the car must not be driven until it is registered again. 2 Therefore do not plan the journey home on the basis that the car can retain the seller’s plates.

As a buyer resident outside Luxembourg, you need an export certificate for registration in your country of residence. If the seller has not obtained it, you can request it yourself after deregistration on the basis of the original purchase agreement or other proof of ownership. 2 Check that the name, VIN and dates match across the export certificate, contract and registration papers. The certificate resolves the paperwork trail, but not plates, insurance or permission to drive.

Choose safe transport to Denmark

The robust solution is a carrier, especially if plate recognition or insurance cover cannot be documented for the whole route. Obtain a written quotation, collection address, delivery address, time window, responsibility for loading and a description of the transport insurance. Take photographs and note the mileage at handover.

Self-driving is only a genuine alternative if every part can be documented before departure. A foreign buyer can apply for temporary export registration when the most recent seller has an official address in Luxembourg. The process includes a purchase agreement or invoice, insurance with an insurer authorised in Luxembourg, registration of the car and collection of the physical export plates. 5

Luxembourg export registration expires at the end of the third month after the current month and cannot be extended, although a registration can be renewed. Validity in Luxembourg does not prove that the plates are recognised or that the insurance covers every country on the specific journey. Therefore confirm in writing plate recognition and insurance cover for the exact car, driver, date and route; if the whole chain cannot be confirmed, choose a carrier. 5 6

Notify entry and complete the Danish process

If, as a Denmark resident, you bring the car into the country on foreign plates, you must notify the Danish Motor Vehicle Agency before entry and carry the receipt while driving. The car must be registered in Denmark within 30 days. If you have not received a reply by the deadline, you must not continue using the foreign plates. 1 This Danish notification does not make an invalid Luxembourg plate or inadequate transit insurance valid.

A used imported car must undergo a Danish registration inspection. In the Danish Motor Vehicle Agency’s import process, it must undergo an extended registration inspection, consisting of a registration inspection and customs inspection. Bring the original foreign registration certificate, normally both EU parts. The registration inspection checks the car’s safety and environmental condition, while the customs inspection provides information for the valuation; the inspection documents must be no more than four weeks old when you request valuation. 7 1 Therefore do not book the inspection so early that the documents risk becoming too old.

The sequence matters: first inspection, then valuation, payment of vehicle registration tax, and finally registration and purchase of number plates. At an approved number-plate operator, you must have the relevant parts of the foreign registration certificate, the foreign plates if you have them, photographic ID, insurance information and the receipt for paid vehicle registration tax. 1 The Danish Motor Vehicle Agency does not deregister the car with the foreign authority, so the documentation for the SNCA process must be handled separately.

Clarify the VAT branch early

For Danish VAT on an EU purchase, a car is treated as new if it is delivered no later than six months after first use or has travelled no more than 6,000 km. It is therefore an either-or test; the car can be VAT-new even if only one of the thresholds is met. A private buyer must declare the purchase no later than 14 days after the car’s arrival in Denmark and pay no later than 14 days after the payment letter from the Danish Tax Agency (Skattestyrelsen). 1 Keep the two deadlines separate, and obtain specific tax advice if in doubt.

Set a budget without false precision

The purchase price is only the beginning. Obtain amounts in writing and note whether they are binding, including VAT and linked to the specific car. Choose either a carrier or self-driving in the transport section; do not add both alternatives together. Vehicle registration tax and any Danish VAT can only be included once the car’s specific circumstances have been clarified. This is why there is no total in the table.

Also set aside a reserve for unforeseen faults and delays. A low purchase price can quickly lose its advantage if documents are missing, the export process has to be repeated, or a technical fault is only discovered after payment.
